This time they are actively trying to sign Joaquin Panichelli, although they face competition from AC Milan for the 23-year old Argentine striker.
Having begun his playing career back in Argentina with River Plate, he then moved to Europe joining Deportivo Alavés in the Spanish Second Division.
He was then lent to another second-tier outfit Club Deportivo Mirandés for whom he scored 21 goals, and caught the eye of Strasbourg, who signed him this July.
He has made a fast start to life in France, scoring ten goals in 13 senior appearances so far this season, flourishing in a Strasbourg side that have been one of the surprise packages in Ligue 1 this season.
Chelsea are in the market for a regular goalscorer, with João Pedro not a conventional striker, whilst Liam Delap has had fitness and disciplinary issues since he has been at the club.
