Having already agreed deals for Benoit Badiashile, Davide Datro Fofana, Andrey Santos, Joao Felix on loan, and Mkyhailo Mudryk, the latest set to join the Stamford Bridge stable is PSV Eindhoven winger Noni Mandueke.
The 20-year old has flown to London to complete the formalities and undertake his medical.
A former youth player with Crystal Palace and Tottenham, he signed for PSV in 2018, and has made 77 appearances for them, scoring 21 goals.
The fee for the player who has played four times for England at under 21 level four times is believed to be around £29 million.
That will take their spending so far in the January window close to the £200 million mark, with more than a week until the market closes again.
