The 22 year old has scored 51 goals in 110 appearances for the Eredivisie side since leaving the Emirates in 2017, and has enjoyed a particularly prolific season for PSV who are currently second behind Ajax in the league table.
Malan is valued at £30 million with both the Serie A clubs also tracking his progress.
The defending league champions are also being linked with an Anfield return for Luis Suárez in the event that Mo Salah decides to leave the club this summer.
Malan though is considered the better option both on account of his age, and how much he would cost in wages.
